Give kids a place to paint on walls

I have an idea to quell the graffiti problems in New Sudbury.
I'm relatively new to Sudbury, and have an idea for a technique that you might want to try.
For example: The Shopper's Drug Mart in New Sudbury is the last store in that mall (or another site in the area). Paint that end wall beige or white and paint on large circles or any other shapes. Let the kids use those circles to paint in. Make up Guidelines ie: No gang signs, no obscenity etc.
It gives the kids a place to let their creative juices flow, so they aren't tagging everywhere else.
It may not stop it all, but giving them a special place to show off their talent may want them to do it on a place where they can sign their names and not get in trouble for it.
